That looks like my kinda place!! The wife and I LOVE to stop in "off the wall" places and dives! We've tripped across some REALLY fine dinning do that!
I envy Guy Fieri on "Diners, Drive Ins and Dives". He gets paid to do just that! Great show if you haven't seen it.

@ Scotty Depending on what cook sticks around, their lunch is decent. Good place for a quick beer on a hot afternoon.
